Filling boat with fuel

We have a 2018 R317 , when we fill up with fuel about 3/4 way the gas will spill out alot takes like 20 to 30 minutes to go from 3/4 to full in each tank like the gas tanks have no vents. This has been from day one. I noticed on each side of boat there is a round like plug with a allen key insert. Can anyone help.

I tried cleaning it but it didn’t seem to help. I’ll bring a shop vac to the dock next time to see if I can suck out any debris from the vent.

 

EDIT: I asked about this and got this warning from thehulltruth: Please don't do that... the electric motor in the shop vac will spark and light the vapors and it really will explode..
